For the same reason you see Chinese tour guides or Korean tour guides - the level of English proficiency across Russia is relatively low and Thai even lower, so visitors from those countries need specialist assistance.

I think he may mean this young tour guide is ill equipt to give advise and guidance. Also there aren't so many Russians about anymore!

I certainly would not walk down 6/1 late at night.

I once had to arrive very early for a visa run from a soi 6 pub. I got there before it opened and made my Mrs sit there with me in the car until the pub opened. I wasn't standing out on the street with the lurkers that were about!
