Prayut calls for water plan

All joking aside, but wasn;t the Yinluck Government Tasked with this ? i seem to remember sizable amounts of cash being spent on improvements ! but never actually saw any , i do appreciate that that was FLOOD management at the time but water is water and Thailand needs to manage it better NOT just TALK about managing it, AND doing it sooner rather than later, but i guess the talking will go on and nothing will be done until the next crisis and then the Talking will start AGAIN..................
