What brand computer and OS version do you have?

I'm assuming that Fn+F9 is some sort of instant function on your keyboard, is the background program (on my Acer the background application/service is called "Launch Manager") that listens for that key combination running?

I can relate to the problem as I have an A54H.

The [fn]+[f9] is the Asus hotkey cue for toggling the TouchPad; just as [fn]+[f7] does the same for my Acer.

Even now as I type... my screen headed off to some advertising link - because the sensitive touchpad sensed my lightly-brushed-passed thumb...

I usually have the touchpad OFF when the mouse is in the house but as per the OP, the disabling can be hindered...

My [f9] in my case was the culprit and took longer to isolate as the cause asit isn't commonly used by other uses whereas the [fn] button is a popular-use button of course

the button needed a clean

Control panel/device manager scroll to mouse you should have similar.

HD Compliant mouse.

Scroll mouse right click to disable, if wrong 1 enable same and disable other keyboard issues no more trust me.

It seems that I must put some scotch tape over the pad. not very elegantly looking on my new Laptop

You wouldn't need to if you were willing to learn about system settings.

Several people have already given you safe, easily accomplished suggestions.

But if the tape works for you...

Your sarcasm is well taken. I would think so too. Therefore I enlisted the help of the gentleman who until recently was in the PC repair in business. He tried on systems and failed. So , there we are

The touchpad 'sensitivity' is part of the hardware. Special software/drivers are usually loaded to ignore or enhance those touch detections.

The suggestions provided you were:

  • Download and install a touchpad blocker
  • Disable "tap to click" option in the touchpad control panel (if you don't need this function at all)
  • Go to Control Panel and disable the touchpad
  • Go to the BIOS and disable the touchpad
  • Make sure the touchpad and keyboard software for your device is loaded and functioning
If the Fn+F9 key combination isn't working then most likely the keyboard support software has stopped running, Visit the manufacturer website and go to the software/driver support section for your specific device, download and reinstall any Keyboard and/or Mouse/Touchpad drivers so the support software gets reloaded.

Otherwise, you may have to live with your tape.

If it is a relatively new PC, just try tapping twice on the top left corner of the track pad.

(Some are unmarked, mine has a tiny orange LED, some I've seen with a small indent)
