I saw the advices from TV is you can get the non-imm O from savanakhet and you need to leave Thailand every 90days but you can also choose to apply for a 60 days extension of stay based on marriage paying 1,900baht.

Where can I apply for this 60days extension of stay?

You can apply for the 60 day extension to visit your wife at any immigration office if you have proof of residence for the area the office is responsible for.
