Can you get a retirement visa when you have an O-A Visa which is in the additional permission to stay period or must you apply prior to the expiry date of the original visa.

There is no "retirement" Visa

You can apply for an "extension of stay based on retirement" (it is not a visa) during the last 30 days of your current permission to stay. (The O/A does not need to be valid)

The financial requirement for the extension (800K Bht in a Thai bank for 2 months or a certified 65K Bht/month income) will be needed.

Just to be clear - there is no visa of any sort issue by Immigration in Thailand.

All visas are issued by a Thai embassy or consulate outside Thailand.

Only extensions of stay are issued by Thai Immgration.

Should be easy enough to get a one year extension subject to the financials already laid out ...

Latest date for application is when your current "ADMITTED UNTIL" stamp(!) in the passport expires.

You don't have to apply before visa expiry date (ENTER BEFORE on visa sticker),

On the other hand, if you desire so:

you can apply for the retirement extension whenever you have documents/financials ready.

There is no waiting period or whatever.

With a Non O-A in the "second year" (you did a border run?) I would wait until about a month before ADMITTED UNTIL expires.

The absolute earliest Phuket immigration will issue an extension is 45 days before the current extension expires.

They will NOT do it earlier.

I tried to extend in early March for an extension expiring on the 22nd May. The above is what they said.

That was NOT the question.

Being the second year on a Non O-A is not an extension of stay,

It's a simple stamp from the border run (a new entry to the country) before the Non O-A expires (before first year over).

No visit at immigration office, no TMxx etc.

Just remember that you are in the country based on your permission to stay stamp or, once you apply for it, your extension of stay stamp, both of which indicate the date when they expire.

Since your visa has apparently expired, if you want to leave Thailand and return you will need a re-entry. That will be needed during the second year permission you got from a final O-A entry and for all subsequent extensions and each time you get a new extension you'll need a new re-entry permit if you intend to travel out and back in the country. The re-entry permit acts as a visa would for border entries, while preserving you permission or extension of stay.
