Is there anywhere in Patts I can get a good quality cig case with a lighter built in. Not the ones on the stalls etc.

Best supermarket near Dolphin roundabout has a lot of smoker's accessories, though I don't know if anything would exactly match your requirements. The "smokers' corner" is in the booze section of the shop at the payment counter. Worth a look.
