It rather depends where you're starting from, doesn't it?

 

Pi-lok to Nong Khai takes you through Nam Nao National Park.  You can also swing off north through Dansai, Phu Rua and Loei, and then strike for the Mekong at Chang Khian.  The road then takes you along the Mekong through Si Chiangmai (spring roll capital of the world!) and down into Nong Khai.

 

The route northwards from Mukdahan goes through That Phanom.  Unfortunately most of it is a mile or two away from the river, so you don't get all that much river scenery.

I agree , with the Pi-look choice. From Mukdahan unfortunately you hardly see the Mekong at all...:(

Yes, the route out of Phitsanoluk going east is very nice, clean air, pleasant drive through the mtns with a few national parks and waterfalls along the way. Make sure to fill your tank before leaving P-lok as there are no gas stations for a while...
