SAMUI: -- Beach operators in Koh Samui furious that their livelihoods are being threatened by hordes of begging Cambodian and Vietnamese children have come up with a way out for the authorities.

 

Charge the begging and garland selling eight year olds with taking Thai jobs!

 

The suggestion comes after beach operators in Chaweng have got fed up with 8 - 13 year old foreign children pestering tourists and impacting their businesses, reported Daily News.

 

They have got increasing bothered as after many years the authorities have just given up on the problem, at a loss as to how to charge the youngsters.

 

So business people at the beach turned to reporters who went to investigate the problem for themselves.

 

They found many children selling flowers and garlands or outright begging all over Chaweng in entertainment venues and restaurants. 

 

They befriended the tourists then pestered them continually causing annoyance, said the reporters. If they refused to play ball the tourists were further hassled.

 

Authorities said that every time they cleared the kids out they just came back. They could not be charged like adults.

 

No one suggested the idea of going after their parents in the report.

 

Instead the operators suggested that if all else has failed the authorities should charge them under the labour law with taking Thai jobs, because, they claimed, that is exactly what is happening.

Better yet, track the kids back to their handlers and charge them with hiring foreigners to take Thai jobs.  

 

And international child trafficking violations while they've got their attention.

 

Scoop up the kids and they'll just have a fresh batch of trafficking victims the next day.  Kind of counterproductive to create that kind of demand.

 

Edit:  Unless, of course, you happen to be in the business of supplying kids for nefarious purposes.  Then it makes perfect sense.

The legit beach vendors pay an annual licence fee, I think it's 365 baht P/A.... They are supposed to wear a vest with a number on the back.... some do. (sometimes too hot to wear) 

 

I'm surprised they don't chase the little beggars off the beach!

As usual, it comes back to not upholding the laws of the land.

And I agree, it might be the only way left after the neglect of upholding the law to use the "protecting Thai jobs" rant.

But, what about the parents, the "employers", maybe the ones with the three monkys attitude?

Children under 15 can not be prosecuted.

They need to go after the traffickers.

Quite ironic when you look at the possible crime going on in the background off the photo !!

How many off these houses have proper papers to be there ?

Was told yesterday that beach land in certain areas was going cheap as the owners were trying to sell it before the army took it back and checked all the paperwork !!

Seems as if samui land office will be getting investigated like Phuket.

To be honest, it seem like the same "organized" kids that has been in Chaweng for the last some 15 years – as long as I've been coming in Chaweng – some of the small well-known girls from back in time has now gown up to be teens, and more tiny kids have been added.

 

"Chisty's Cabaret" – which was sold by Thai-owner Christy and changed name a few years ago – always showed a video before the show, and that ended with a sign saying something like (from memory), "Please don't buy flowers from children, they are not Thais". The kids should by asleep late night, so they can get up early for school (I know, wishful thinking). The problem is, that as long as tourists buy flowers, there's a business – many get charmed by the small smiling kids begging to sell flower glands and like – and as long there's a business, some will organise kids from mainly Cambodia to be "rented out" for selling flowers. 

 

It's the same old lady walking around with the kids – cannot be mom, too many kids and too many around same age, and that lady has become way too old for being mum recently – but I think there are more grown ups behind; have sometime seen a man also. Some few times I have seen the kids running fast away, when police has done a check-up. Once they catch the kids and took the flower garlands from them, and then kind policemen walked around the bars in Soi Sound Club and handed flower garlands to all tourist ladies, and also guest Thai ladies – there are coming quite a number of couples, also tourist-couples, in the bars in that area of Chaweng – but the kids are always back next night, and so is their "mom".

 

Please, don't buy flowers and other items from children at night – thank you...

 

Edit: Many of the same group of kids are running at the beach earlier at night, selling in front of Ark Bar, Cha Cha Moon and other beachfront resorts with evening activity.

- where are all those NGOs, do-gooders and know-it-alls?
- who issues these kids work permits and who checks these?
- how do these kids get to Samui in the first place and who runs these gangs? 

Not expecting answers though .........

A beach vendor told me that following the military 'clean-up' of the beaches, there is no longer an annual fee charged by the 'local mafia' and it is now a free for all.

Good question, but that's a big picture question.

 

To use a crummy analogy, it's important that they change the oil and check the tires to keep a fire truck in top condition.  But I'd prefer they don't do it while my house is burning.

 

Solving the problems of parents abandoning their kids because of poverty (or just plain evil) won't happen in time to help these kids.  Or, to be rather cynical, the beach vendors whose business they seem to be hurting.  Which seems to be the driver here, not the welfare of trafficked kids...

there is no money and no headline publicity for the ngo's and so they do nothing.

they want white pedophiles in order to fun raise some new cars, laptops, iphones, houses and fashion accessories.

and if they can't find any, and there are very few, they just make them up.

 

the kids are smuggled in thru the porous boarders with neighbouring countries.

they have no paper work at all. no passport. no visa. no work permit.

short of building a barbed wire fence with pill boxes like north/south korea

you cannot stop them. maybe one day this will happen.

 

there are gang leaders. just look at where the kids come from and go to.

the police are not interested. they have better things to do.

It's easy to cross the Thai-border – I've been told first hand, and also seen – from Lao you cross the Mekong by boat at night; from Cambodia kids can just follow grown-ups for the border market, for example O'Smack-Kap Choen.
