As far as the bus and van situation- the government is trying to solve the traffic situation by relocating the vans from Victory and eventually moving Morchit and Ekkamai bus stations.

Finally Morchit bus terminal should stay at the same place according to an announcement early November ...

You cannot use the  free Dong Muang- Swampy shuttle unless you can show a flight ticket from Swampy. But I think the 50thb minibus shuttle still runs.

there's also another problem : last bus from Swampy to Pattaya leaves at 10 p.m. and sometimes gets booked by 8 p.m. so if you land at Don Muang after 6 p.m. you risk to go to Swampy just to get stranded there

The reduction in bus services is mainly due to the increase in minibuses. I live in Chonburi and 5/6 years ago I would not have to wait at the side of the road for much more than 5/10 minutes to get a bus in either direction, Bangkok or Pattaya. Now I can stand there for best part of an hour without seeing a bus come along.

As much as I hate it, at times I have had to give in and take a minibus.
