I was looking at buying a new tablet from Lazada. They have the Samsung one I want but the description has the term DOA in it. I know that DOA means dead on arrival but what does it confer in buying a tablet? Is it something I should be concerned with?

A "nothing device" -> dead device. Dead on arrival.

I have some suspicion that it is related to "refurbished" but not 100% sure.

And there is a Samsung D.O.A. "policy" that determines the conditions for return to Samsung.

I found this.

 

"WARRANTY INFORMATION
After the expiration of Lazada's return policy, customer may claim warranty services from authorized service providers or distributors in Thailand.

Product D.O.A. Cybermate Company Warranty 3 months"
 
So it seems the item is covered by Lazada's return policy then it's covered by the Samsung DOA policy. i had a quick look and the policy is really involved. All sorts of steps to take and conditions to be met. You're only really covered for three months.
