Quite a large expat community in the Chalong/Rawai/ Nai harn areas, other areas i do not know for sure, depends what you mean by socialize, there are people who like bars and others who prefer restaurants etc when socializing with family and friends

Very few long term expats live in Patong, its just the starting point for newbies while they sort out where they want to live 

Going by the number of international schools in Phuket, there must be a large expat community to support their presence.
