My wife  renewed her Thai passport in Ubon in November. Only problem was the slack EMS postal guy failed to leave a note in our letter box  when we were out. So after some days at the main Ubon Post Office ,the passport was returned to Bangkok. But no problem. One telephone call and it was sent again.

Yes she can. My wife and daughter got their passport there. I had to be present for my daughter's passport.
