Changing The Registered Name On Blue Book

Hi,

 

1) I would be very grateful if someone in the know could advise what documents I require to change the name of the registered owner on the cars' Blue Book.

 

2) I bought the car in a close friends' name as she had a work permit in order that I could pay Honda over 4 years. I have fully paid for the car now and have the Blue Book in my possession but at the moment her name is shown as the registered owner.

 

Would she need to go with me to the Transport Department or can I do it by myself if I take her passport?
