PRACHUAP KHIRI KHAN: -- VICTIMS OF the recent flooding in Prachuap Khiri Khan province have pledged to sue the Royal Irrigation Department and provincial authorities for failing to issue an early warning.

They believe that dereliction of duty by the officials caused deaths and property damage that could have been prevented.

Go get um, good luck.

You will need it.

In Hua Hin I watched the storm come up the coast almost in real time on a weather satellite.

There was almost 12 hours before the storm arrived from down south.

It stalled over the Bann Krut area. Anybody in government with half a brain could have seen what was happening.

And there lies the problem.

And of course Thais and all human beings need to learn to take some responsibly for their decision to drive during a huge storm.

RIP little girl. Heart breaking.
