How to Locate Someone’s Location using their Mobile Number

Not sure whether this is a lawful subject, but is there an app that can

locate a person where about using their mobile number only?

a friend gone missing and doesn't answer his phone....

Well yes there are but the legal ones will require the "friends" phone to accept this tracking also.  You could of course contact the CIA who, based on recent revelations, will not only be able to track it but will also be recording him /her taking a dump and identifying the maker of toilet paper used from the phones in-built camera.
