Hi

in a rented condominium who is responsible for replacing faulty light bulbs .

You short of money??????

A light bulb only costs a few baht, so why not just replace it, job done.

When one burns out, replace it.  Put the bad ones in a box and when you move out put the bad ones back in and take the good ones with you!!!:post-4641-1156694572:

As a maybe off topic side note  I finally found some   T8   LED  light strips   200 baht

from the   "sells everything shop"   behind Big C north Pattaya

I managed to drop the tube and the glass cracked but of course it still works.

They says the tube can be directly installed into  the old fluorescent tube fixture wouldn't there be some high voltage problems from the starter ?

When we moved into our last place in the UK the previous owner had taken their nice light fittings. No issue there, but they hadn't put back the regular pendants, so not only wasn't there a lamp in the place, there was nothing to put them in either :(

Depends on the tube design, the ones I've got you tale out the ballast and starter and then wire it line to one end and neutral to the other. I have seen a design that does have a "starter" of some kind.
