Your phone can connect to local Vietnamese wifi for internet, if you set up roaming your thai sim can use the Vietnamese cellular network for calls and internet, this can be very expensive. Or you could buy a local Vietnamese sim for calls and internet access.

I do not need to make phone calls. Do I understand you well,  connecting to the wifi of my hotel I will be able to use the Internet and Internet based e-mail through my cell phone without a local sim card?

Yes, that right. your phone will connect to local wifi the same as it does in thailand.
