Is this real? I have never heard of this... Has construction even started?

Yes, construction of the 250 Km Lao road section started during 2004 and was scheduled to be completed within 3 years. Roads on the China and Thai sides already existed although I understand they were due for upgrading once the link was complete. However I believe the last link being the bridge linking Thailand to Laos at Chiang Khong is still in the planning stage. The Laos section will be a toll road.
