Man who dragged "Moo Ping" the dog behind his motorcycle is "barking"

There was a happy ending for the dog called "Moo Ping" that was shown on video being dragged behind a motorcycle in the Sai Mai area of Bangkok.

A Good Samaritan animal lover has stepped in to look after the bloodied dog that has now been seen by a vet and is expected to survive.

Police from Sai Mai managed to arrest the man who tied the dog to his bike and dragged him.

Somchai Panbutr, 50, was nabbed in the neighboring district of Bang Khen and has been charged with abusing an animal.

Police couldn't get a straight word out of Somchai who appeared mentally unstable.

On hearing the news relatives of Somchai went to the police to say that he is being treated for a mental disorder.

Cops were awaiting proof of this in the form of a medical card before deciding how to proceed.

The video was the latest animal cruelty clip to cause a sensation on Thai social media where comment was rife.

'Barking' is a slang term for individuals who exhibit mental incapacity.

Or Drunk or high as a kite on Yaba !

Mental problem is allowed to ride motorcycle on public roads? How stupid could Thai reasoning be?

What's with the journalists' obsession with play on words ?

When they're funny and spot on, great, but most of the time they're weak and far-fetched. This one is beyond lame, and the guy who wrote the 'article' even feels the need to explain it in his last sentence. Pathetic.

It wasn't the guy who wrote the article - the original article is in Thai and doesn't have a pun in the headline.  I presume it's some wit in the Thaivisa news team that created the headline.
