Had Nam Sai (Clearwater beach) and nearby beaches in Sattahip

Was looking at some beaches to visit near Sattahip, which are near the military base. Just read on googlemaps some reviews about the clearwater beach (หาดน้ำใส) stating it is not open to foreigners? What kind of a ridiculous, racist policy is this to ban foreigners from visiting a beach? Just wondering if this is true because it looks like a nice beach. How about Nang Ram (หาดนางรำ) beach, is it open to foreigners? Looking at a street view image of the beach, there is a Russian guy standing there so either he snuck in or was allowed to visit. I know both of these beaches are near the military base, but surely one shouldn't need to drive through the base in order to enter the beaches as there are side roads?

 

Anyone know the rules and why there is such a policy? BTW there is an airforce base at Ao Manao in Prachuab Khiri Khan, you have to drive through it to get to the beach and no one stops you from entering, one time I even saw a Chinese family camp in their campervan there (this was before Chinese vans were banned from entering Thailand). That's why I posed this question because it obviously doesn't make sense that you can go to the beach there but not at another military area.
