Our village committee set up LINE communication ... a great idea for advising useful information ... of course it was abused by many sending 'happy whatever' ... 'pictures of their children eating ice cream' etc

 

Resulting in constant 'pings' throughout the day ....

 

So many left ...

 

Can LINE be set up for outward messages only? Or does anyone have a solution to the problem ... banning users would be a loss of face ..

It may be possible to.set up a new group ... informing that it is ONE WAY ONLY ... and queries to be sent via the old system ... but TIT  ... worth a try ....

Just to clarify, do you want a group which is "broadcast". 

 

i.e. Only one (or a small group) of members can write to the group, everyone else is read-only?

Yupp, line@ should work. If I remember correctly, you can even disable 1on1 chats and also disable comments or likes on your broadcasted message.
Free you will get a random line account name, it will look something like this: @je83ksg
Everybody in your village would need to add that as friend ( could be done via qr code too ).
For 6usd per year, you can create a custom@xyz account. ie @moo12
