A student died after falling through an eight-floor balcony floor made of gypsum at a university building in Phetchaburi on Monday evening, police said.
 

Natthawut Phuenphothong, 19, a first-year student at Rajabhat University Phetchaburi, had gone upstairs for a smoke with his friends after music practice on the seventh floor of the building in Muang district, the friends told police.

 

They forgot to bring along their lighter. Natthawut spotted one on the balcony and climbed out the window to pick it up without realising the floor was made of breakable gypsum board.

Is the balcony floor open to the elements? What about rain on the balcony floor?

It sounds more like a fake architectural feature ( a balconet or balconette) rather than as a functional balcony so accessible would not be required. https://en.wikipedia.org/wiki/Balconet

For safety purposes the windows should be permanently locked if it's not designed to carry any load.

If he climbed out then that was not a balcony !!! ? That could be just rain or sun shield of lower floor.

Exactly what i thought even if it's not meant to be used,unless they are meaning drywall like used in bathrooms'wet areas,while stronger would still not take any perceptible weight unless thick floor grade pressed cement sheet.

 Reckon builders just thought no one will use it,but if you have any experience of Thai builders you will know the bodge up's and avoidable mistakes they make unless fully supervised.
