What really happens in vacuum:

 

Opening the suit is the killer. Breaking the seal dumps the suit pressure to (nearly) zero. You’d black out from lack of oxygen in ~10–15 seconds. If you hadn’t exhaled first, your lungs, not your penis, would be the thing at risk—air would expand and could rupture lung tissue (barotrauma).

Ebullism and swelling, not explosion. At body temperature, water boils if pressure drops below ~6.3 kPa. In vacuum, exposed moist tissues (mouth, eyes, urethral opening, etc.) can develop ebullism—bubbles form in bodily fluids, causing painful swelling and possible minor tissue damage. That’s not an “explosion,” and the skin and connective tissue keep everything together.
 

What the pee does: Once outside the body, urine can’t remain a liquid (pressure is below water’s triple point). It would flash-boil and partly vaporize, and the rest would freeze into tiny ice grains almost immediately due to evaporative cooling. With no air drag, those ice grains would follow a clean parabolic arc in 1/6 g and land nearby as a dusting of frost, then slowly sublimate away. None of it would leave the Moon—escape speed is ~2.38 km/s, and a urine stream is only a few m/s.

 

Temperature effects: Sunlit lunar surfaces are very hot and shadowed areas very cold, but heat transfer in vacuum is slow except by radiation; the immediate phase change is dominated by the pressure drop, not the ambient temperature.

 

So: the cartoon is funny, but in reality opening a spacesuit to urinate would quickly incapacitate (and likely kill) the astronaut; the penis wouldn’t explode, and the urine would turn into vapor and ice almost as soon as it left the body.
