For a debit card there should be no income requirement as the card can only draw on funds available in the account.

 

If they already have an SCB account they ought to be able to get an international debit card against that account.

A Thai (or farang) with zero income can get a "debit" card....all they have to do is ask for it when opening a Thai bank account.  The bank will gladly issue a debit card as it earns them an annual fee and it earns them an interchange fee when it used to pay for a purchase.   Of course a person can buy no more or withdraw no more from an ATM than the amount he has in his bank account.

 

Now if you really meant to say "credit" card, then yea, now you are getting into some income requirements like for example below is a partial quote from Bangkok Bank regarding income requirement for a credit card.  This would be for a "unsecured" credit card.

Qualifications of holders

You must be at least 20 years of age and have an average monthly income of at least 15,000 baht. You can combine your salary with other regular earnings such as bonus, commission and overtime pay. You may qualify for a Bangkok Bank Platinum Leader Card or Bangkok Bank Platinum Bumrungrad Hospital Credit Card if you have an average monthly income of 100,000 baht. We also evaluate criteria such as your credit history when considering credit card applications.

 

Now getting a "secured" credit card that's just a matter of depositing a certain "locked" amount that is used as collateral.   A person could have zero income....but if they have say Bt100K to put in a locked deposit then they can get a credit card.

Just make sure the debit card has a VISA logo, and you should be able to use it internationally.

 

But as it is then used as a VISA card, the spending and withdrawal limits will be different (and typically much lower) than the limits you have when using the card domestically.

That's a nice 200฿ earner for the bank.
