No, that is the list with requirement for regular applicants. The non EU (read: Thai) spouse of an EU national falls under Freedom of Movement directive 2004/38.  See page 1 of this topic. The visa should be free, issued ASAP and only require her and your ID (her passport, copy of yours) and making evident that she will join you in France for short or long stay.

Is it hat easy been pushed from pillar to post by all I've spoken to any other advice would be appreciated tks

there is only a honorary consulate in chiangmai which doesnt issue visas. visa applications for france go through tls since end 2018.

The German honorar consulate in CM does issue Schengen Visa, for every Schengen Nation + CH.

I'm taking my daughters to France and Italy soon. They have British and Thai passports.

Do they, and I need a visa before going?

People who enter (and exit) the European Union with an EU/EEA passport do not need a visa. Any additional nationalities these people have are then not relevant for entry purposes.

That's what I thought, thanks for confirming.

I just went through this for my Thai wife.  We are heading to Paris for a little change of scenery over the Christmas holidays.

I prepared the paperwork and applications online (I'm working out of country for a few weeks), then booked her appointment.  First, on the France embassy website, the onwards via their link to TLS.  My wife just had to attend the Visa application, drop her passport off, and wait for the decision/delivery of her pass port.  A no brainer.  2 days after the appointment, the passport was being couriered to her, with her Schengen visa.
