Expat group launches online petition calling for TM.30 to be scrapped

     TM30 has been in the law since 1979, but only enforced since 2018.
   It's only purpose has been an IMMIGRATION CASH COW. at 1600 baht to register, anybody ever checked where that money ended up.
It's free to register. The fine is applied to those that haven't.

Thank you, but I have since been informed that on my travels, the hotel does the TM30 when I check in. I do not have to do anything.

Prolly should have asked for 1000 signatures 

looks like 10k is gonna be one helluva reach.....

 

Better approach? submit the story to some foreign media outlets

as a tidbit on Thai tourism practices and their dislike of having them

enter the Kingdom.

I've hired an agent to help me convert my Non-Imm IB visa to Retirement. The first question the agent asked me was have you filed a TM30? My answer, No, as One-Stop doesn't need one. Agent reply, ok you might get fined 2,400 baht (800 / person). 

Add to my list of items:

15. Prepare more money, check.

Seems to me that the authorities may find a blanket request that "foreigners need not report their changes of address",  as more suspicious then it sounds (rather than just being supremely impractical under the current system; which is what I assume motivates the petition). Better to press for an easier reporting system. (Tip: Change won't happen - it's revenue driven - the fines are too attractive - a "river of gold" - why would they turn that off?)

Tend to agree.  the TM30 is a pain but I have always found it super simple living here, providing you are following the rules as stipulated by whichever visa you have chosen to live here under.  The only thing is the time it takes away from my working day to process, but it is not that bad and if it is going to catch some people trying to cheat the system then I am ok with it.

The petition currently has over 1,000 signatures and its only been running for a couple of days. When I first checked it last night it was just over 500. There are 80 people currently browsing this thread.

Or they will require you to report in person, instead of mailing or online registration, to your nearest immigration office to fill out the TM 30 within 6 hours, instead of 24, of deplaning and up the fine to 4000 baht.

I enquired at Jomtien, I am on the defunct Multi Entry Visa, the lady informed because I am onthat type of Visa I need too Report. If I was on an Extension of Stay/Retirement Visa there wouldn’t be a requirement too report.

It appears you choose not to take up a long-stay option. Thats your choice but there is a long stay option. 

 

Which involves keeping a substantial sum of money in the bank here, something that, strangely, isn't required of Thais.

Article 37 (3) (4) states the foreinger has to report to the local police station. It does not state has to report to the Immigrarion. It also allows the exception for those foringers staying under the reasons defined in Article 34.
That all has to be done under the conditions  defined in the "Police rules" (ระเบียบกรมตำรวจ). This rules have to be released by the "Chief of the police" (อธิบดีกรมตำรวจ). As far i only could find a very old release from the year 2522 directely after the 1st revision
of the Immigration Act was released.

About TM30 its the duty of the Housemaster to report. It is not your duty as in the state of the foringn person. But it cold be that you are the Housemaster too, both in one person. 
Even more article 37 does not state the Housemaster has to report each time new if the foreigner travels somewhere and comes back home.
I agree it could be the officers are under pressure to bring results and may be money collected by fines. But that is only a feeling and nothing with evidence written on a paper. The only that count is the text in the law and the immigration and the local police has to stick to it without any changes and individual interpretions of the actual law.

It's basically every foreigner who entered Thailand legally.

How does a retired person come under S 34?

 

Section 34

Aliens entering into the kingdom for a temporary stay may enter for the below listed activities:

  1. Diplomatic or Consular Missions
  2. Performance of official duties
  3. Touring
  4. Sporting
  5. Business
  6. Investing under the concurrence of the Ministries and Departments concerned.
  7. Investing or other activities relating to investing subject to the provisions of the law on investment promotion.
  8. Transit journey.
  9. Being the person in charge of the crew of a conveyance coming to port, station, or area in the Kingdom.
  10. Study or observation.
  11. Mass media.
  12. Missionary work under the concurrence of the Ministries and departments concerned.
  13. Scientific research or training or teach in a Research Institute in the Kingdom.
  14. The practice of skilled handicraft or as a specialist
  15. Other activities as prescribed in the Ministerial Regulations.
