Seniority to determine promotions in police force

Seniority will be the key criterion in determining the promotions of police officers under the regulations of the Police Commission, which have come into force after their publication in the Royal Gazette on Tuesday.

 

If two officers are of the same rank, the officer who has served in that rank for the longer period is considered as more senior.

 

If the two officers have held that rank for the same duration, the officer who spent longer time in the lower ranks, down to the level of a deputy inspector, prior to the present rank will be considered more senior than the other.

    The one offering the most money will get the promotion, same as it has always been. One of a lesser rank can bypass his seniors, again if he has the right amount of money to pay for it.

And in the event of a dispute a promotion will revert to normal the RTP standard of big chunky brown envelope

It could well be argued that it would be best to sack the whole damn force and start again with some people who have the correct moral fiber for the job. When the biggest bribe and protection money takers in the country are the cops, seniority just means a bigger slice of the illicit pie.

And the size of the envelope. Not unusual in Thailand for jobs and promotions to be purchased in preference to being given out on merit. Greed is always in command.

The only way a person gets a senior position is by passing over a holdall stuffed with between 6-10 million baht.

Very true.  Everywhere you look there are incompetents in positions well beyond their abilities - right up to the President.

Meritocracy must be the dirtiest word a Thai could ever utter. If there was even a word for it.

You mean get some foreigners in to do the job?

Yep, that's the way of all inefficient outfits and organisations that are not fit for purpose. Promotion of the long severing, incompetents.  Merit means nothing to these people. Time servers. blocking the advancement of those worthy of it are the death of any organisation.

I think you will find that it is the position in most Asian cultures, not just Thailand.

It will take generations to end this 'kreng jai' nonsense. 

Until you get rid of the patronage system and promote people on merit/ability you will always just perpetually incorporate incompetence into the system. Just can't let go of the 18th century can you Thailand?

Gawd they are so DUMB....... ability counts for nothing, be crap at your  job longer than someone else and youll be just fine, either way most are crap anyway!
