Hello,
  Beginner's question: on the LED downlight ceiling lamps I never see a wire for connection to the ground. Is this normal and / or dangerous?

Better to ground the metal case, but as long as you can’t touch metal from the ground many people don’t think it is a hazard. Low voltage wouldn’t need the ground.

On the box it is indicated the following info material: plastic so in my case it may be normal to have no connection to the ground. As I am building a new house, I still have to put the ground wire in the pipe to the lamp without connecting it. Like this, if one day I change the type of ceiling light the wire will be present in case ...

Yes/No.

Yes - Normal

No - Not dangerous*

 

* If the casework is metal then there is a potential hazard, but as noted above these are usually well out of reach (none of our lighting circuits have grounds anyway). If the downlights have a separate driver in a box then there really is no hazard as these will be double-insulated anyway.
