Eye Exams in Thailand

I was reading through some posts from last year (now archived) talking about how expensive glasses are and how the people doing your exam won't be medically trained unless you go to a hospital.

Why is this? What training do they have in the regular shops that allow them to give you a prescription for eyeglasses?

What's the difference if you go to the hospital and see a real optometrist?

Also, what's the going rate for eyeglasses? I remember contact lenses were extremely inexpensive last I checked and name brand too!
