As long as the dirt is not affecting the visibility of the vehicles lights or numberplate I don't see why a fine was given. actually sounds like BS to me.

In Russia a common fine or written warning.
The license plate must be legible at all times,

how to keep it clean driving in salty sleet is not in the Law.
Also, pieces of paper obscuring part of the plate are gladly fined for.

Think that would apply here as well, although the number of white license plates is getting ridiculous, and I have yet to see someone being pulled over for evading photo-fines.

In the UK there is a fine of up to 1000 quid ($1,292) for dirty or dodgy number plates..

In Thailand the fine for obscured number plates is 200b
