My wife and I are planning to get two multi entry tourist visas via the Los Angeles consulate in early December. In the past we went in person. If I were to mail in our applications do I need to send both applications/documents/passports in separate stamped envelopes and include separate envelopes for their return to us or can both applications be sent in one envelope and returned in one envelope?

Even though aligning the things up together may help and may even make things quicker, I would hesitate to put two passports in the same mailing or the same place.  Better to enclose a letter in each package, pointing to the other mailing.  Just my Opine.  Separate money orders too.

I cannot see a problem sending both passport and applications in one envelope. Same for the return envelope.

Just be sure you have them separated by stapling the application packages together.

I'll try to call the LA consulate and get an official answer.

For the last ten years i have mailed the application package in one envelope to the LA consulate. I include a return envelope with postage stamps. I have never had a problem.

Paul406 Did you mail multiple applications in one envelope with one return envelope?
