It's not banned, just heavily discouraged. There are still a few brave souls out there (Pravit Rojanapruk for one), but the ranks have been thinned as the old stagers depart the scene (like Sopon Onkgara). They dont raid holiday makers. They raid people working illegally. Anyway, Australia is a civilised country where authorities have standards of decorum but Thailand is a draconian authoritarian police state run by a military junta. There is no rule of law thus the actions of the police has little or no moral authority.

The insurance requirements are because many elderly ex-pats die in Thailand and some die after a stay in hospital and hospital bills are left unpaid , thats the reason for the insurance requirements , nothing to do with overstayers
