Buying used car in different province?

I have non-o visa. How much is it an issue to buy a car in different province? We would change the owner in that province and I would have to go there every year to extend mandatory insurance? Or we would go to my province and change the owner here and made insurance here?

 

Is it and issue I should consider when choosing an used car or not?

Not a trouble at all I have found  you can do it all at your local province DLT just make sure you have the paperwork needed signed signed by the owner there ID details. 

Check DLt if there open first.
