This is from the Chonburi website.  

I do not read Thai but was told it explains the May 1 reopening of restaurants, hotel, massage, parks and not sure what else.

It apparently does not mention bar/pub.

I am sure it could change.

I hope things do open up that soon but I'm not so sure.
