Both wife and daughter had to go to Surat last year to renew theirs...fairly painless experience and new passports are mailed back to you here in Samui a few days later

To my knowledge it need to be done in Surat Thani.

 

If you arrive early they (use to) offer a same day service for an extra fee of 1,000 baht; otherwise the passport will arrive by main after about a week.

 

If it's passport for a minor, both mom and dad need to be present (if not having single custody); just mention it, for not taking a trip over there in vain (talk from my daughter's mom's experience, and me paying for two trips...????).
