Which apparently isn't worth a damn. And their subsequent positive test makes the insurance very relevant.

A trial balloon.  First the Brits and then the other countries. 

 

After that they will wonder why there are no foreign tourists.

I'm betting it's already here since months. And not many countries were equipped to test for it then. And I'm betting thailand was not one of them.

Allowing people in regardless of so called quarantine has opened pandora's box

Why Brits?  nowhere else has this new Covid strain?  I think once vaccines roll out to have a vaccine 'passport' is a useful thing - then allow free travel.

Have you been hiding under a rock ? 
people often don’t test positive until day  12 after catching the virus. 
They also may have caught it at the airport or on the flight after the test.
