I dont want to sound rude but are they talking about the Adult film industry?  Then they may have a chance.  Otherwise Id say the odds are somewhat remote.  One major barrier is that movie stars need to breath and Pattaya is horrendously polluted.  Another is that its just plain ugly. ????

Many of us will have seen some Movie or another produced in Pattaya already.

I really dont think UNESCO would approve of most of them.

Well, I would offer if they plan to be "world class" anything they first need to clean the <deleted> streets/sidewalks so everything that touches them doesn't become black.  If can't do that, sure as certain can't do anything else....
