I try not to ask questions here unless I've researched my options, but this one is a little more tricky in Covid-times.

I have missed my 90 day reporting by a few weeks.

I sent my passport to my accountant in Bangkok (I'm in another 'covid red' city) to do the reporting for me, but apparently I have to be present in person to sign for the 2,000 baht fine.

I thought I could then do the 90 day reporting in the city I'm in - to see family - but I would have to apply for a change of address which I don't want to do for a once-off trip.

My understanding is that I can go to Bangkok, but then I would have to do two sets of 14 day quarantine (once in Bangkok, and once in arrival in current city) which is a huge task for me at the moment.

My other worry is that if I wait further, Thailand is going to block travel between cities if the current situation gets worse.

Is going to Bangkok and doing the reporting myself (and then the 14 days x 2 quarantine) my only option at the moment? And if so, what if travel is then restricted once I'm in Bangkok?

Any help would be much appreciated!

Hmm...do I have that part of the equation completely wrong?

I've spoken with countless (Thai) friends recently who didn't want to travel to other cities because then they couldn't leave again for 14 days. 

I will research that now. Thanks Dr. 

EDIT: To clarify, by 'quarantine' I mean not leave to another city in the same day. I may be mistaken here though.

 Very unwise to travel more than 8 hours away from your passport even if you have copies ( NOT ON YOUR MOBILE - HARD COPIES )

I have done my 90 days 2 times in another office other than my "local" office, depends on the Immigration officer and office policy - you can do 90 days 5 days in advance of due date, so check if you can do where you are going to be NEXT TIME..OR..do online

The penalty for not filing a 90-Day Report when due is 2,000 baht.  That's it, no further consequences.  File a 90-Day Report when you are next in Bangkok.  Till then I wouldn't worry about it all.  You will need to file a 90-Day Report before you can obtain another extension of stay.

Would not worry about a 90 day report. The whole of last year they were very flexible and did not bother with fines so much, (This is at Chamchuri). Even if they fine you its 2,000 THB- not the end of the World and better than buggering around now trying to do it if you are late already.
