Too greedy. If he had asked for 20,000 baht, I suspect we would not be reading this story. But when you make it hurt bad, you incentivize the victim to seek alternatives.

Who said they were all involved in the arrest?   If that's the police station, it's quite likely that there'd be a lot of officers around.

Why?

They should be out on the streets catching/deterring criminals not hanging around a police station waiting to be photographed!

I must admit that they all look very determined, undercover and putting their best foot forward with a photographer in front taking the pictures, nothing suspicious here, go straight in and collect your money Mr. engineer.
