I live in Bangkok. Can I drive around in the nearby provinces for leisure (=no business/strong reason)?

By "can", I mean:

1. Is it allowed?
2. If not, how does the police check? Are there many checkpoints? I've only read https://www.thephuketnews.com/almost-400-denied-phuket-land-entry-under-new-rules-80769.php so far.
