‘Big Joke’ visits Pattaya to follow up on ‘Smart Safety Zone 4.0’ project

Pattaya – Police Lieutenant General Surachate “Big Joke” Hakparn visited Pattaya this afternoon (September 15th) to follow up on the ‘Smart Safety Zone 4.0’ project.

 

The meeting was held at the Pattaya City Police Station before Big Joke, along with a significant police escort, visited local beaches, and toured Pattaya. Big Joke’s nickname, which he embraces, comes from his ability to set people at ease and make people relax, even those he has arrested, according to those close to him. Big Joke, previously the Immigration Bureau Chief and well-known in Thailand for his stances, especially on foreigners who were on overstay, is now a top-level (Level 9) advisor to the National Police Chief Suwat Jangyodsuk and arguably one of the most important-and powerful-police officers in Thailand.

 

Lieutenant General Surachate told The Pattaya News, “This is a national project which is developing systems in preventing crimes in ‘Smart Cities’. Pattaya is one of those cities, chosen due to its importance to tourism with almost 10 million tourists in 2019 and as part of the Eastern Economic Corridor project. We expect that as borders reopen and tourists return, some criminals may want to take advantage of the situation and foreign visitors. We intend to make sure that doesn’t happen.”

 

“The idea of the project is mainly focused on protecting people by using innovations, technology, and electronic strategies to prevent crimes.” Big Joke stated.

SSZ 4.0 should include location announcements of the police checkpoint shakedowns in order to help Falangs avoid getting fleeced for infractions they make up on the spot. For example, riding with your passenger footpegs down or up, or headlamp off, or headlamp on, etc.

 

Perhaps paying cops a little bit more would help reduce the need for them to do this.

Why not start a police force in Pattaya that has a shift system ensuring cops work nights AND weekends? A force that brings down accident figures by active policing; one where fat sergeants don't get to decide whether a crime has been committed if the price is right.

Certainly the mans name " Big Joke " is fitting in the end the joke is going to be on everyone!

For that you have to raise taxes ... no tax, no public services (or at least none worthwhile) ...

Perhaps, but it seems something is wrong with a system that allows those police members higher up to amass a fortune in cars and cash from drug seizures, torture, and killings, while most cops  below earn barely enough cash to put petrol in their scooters and must resort to robbing cash from tourists at checkpoints on the spot for infractions they make up.

 Indeed, but those levels of corruption are endemic in low tax regimes. You don't raise the cash to pay your cops (among others) then the cops will raise it themselves at the 'point of delivery'. And if you're too poor to afford to pay, then tough, either they don't help you if you need it, or you go to jail if you've broken something small and can't pay your way out.

 And the top cops aren't being given fabulously fat and heavy brown envelopes by rich politicians and businesspeople. (Not as a rule anyway, and drug deals or busts etc. are only available to a small circle.)

 The top cops are paid like in a pyramid scheme - the lower ranks raise the cash from the public, take a percentage and have to pass the rest on up the chain. 

 It's like Amway or other multi-level selling systems - you get a handful of fabulously rich types at the top, the rest are just the minions that bring in the dough for small rewards but need to do it to survive.

 What kind of a country makes its cops buy their own GUNS for god's sake? Well, one that doesn't raise tax to pay for those guns. Or motor bikes ... Or any sensible equipment. Or decent wages as motivation to actually investigate things. The list goes on ... Sad really.

I believe that was part of the solution Hong Kong employed many years ago. Pay peanuts you get monkeys.

The whole corrupt culture in the police here needs to change, but we know it never will.  The massive corruption here is why Thailand is not progressing as a nation.
