Public health considerations are low on the list of the criteria applied. Mainly, if tourism from a country is seen as desirable, they are on the list.

 

As an aside, the inclusion of Cambodia and Laos (especially the former) is interesting. We may be getting close to a situation where a short trip to Phnom Penh, or a holiday that includes both Thailand and Cambodia becomes feasible.
