It can be eradicated overnight, if there is a will. Put a proper reporting into place, inform the officers that corruption leads to an automatic jail sentence of six months and dishonorable discharge, all the fringe benefits cut immediately - and you're sorted. Reporting corruption should be rewarded with a juicy premium and the boys in brown would start doing, what they are paid for and what they swore when assuming duty.
