M Flow Fine - Do I have to pay?

I've just received a fine for using the M Flow expressway system. My 17 yr old daughter thought she had registered, but she didn't complete the process, it's very difficult. I know when it first began M Flow fined ppl and then decided against it. They are asking for over 3,000B, 10x the actual cost.

 

Considering that we'd began the registration process, I'm wondering if anyone can advice whether we can have the fine waived or reduced somehow? Thanks in advance for any assistance.
