2 year DL expired last year, Can I still renew to 5 year with expired driving license

missed to renew mine driving license from 2 year to 5 year. Due to covid closure and all that DLT APP drama, there was a time when office was completely closed and they stopped processing applications from expats.

 

Currently I have expired 2 year driving license

 

1. Can I still renew to 5 year with expired driving license?

2. Do I need to watch video again?

3. How long it takes now-a-days?

If he has a long stay visa he should be able to go from 2-5 unless there's some rule about it expired?

ok, why would it take 3 days? usually obtaining a 2 year licence takes a couple hours

As with many things in Thailand, no one situation is handled the exact same way for each & every person. 

My license was expired due to covid, when I could return to Thailand I renewed both car and motorbike license and didn't have to do the whole thing again, IIRC, watched a video, eye color test, depth perception test and brake test.

I have non-imm B visa.

I do have DL from home country which is valid, even in case of redoing whole process. I think online test and driving test isn't needed.
Just watching the video, doing other test shall be enough.

I think you are allowed up to 1 year after your license expires.

I renewed my 5 year license last year and I was well past the expiry date. I did have to sit through the video, and do the colour-blind, reaction and depth perception tests.

It was all done in a couple of hours.

Yep, one has "up-to" one year to renew a licence after the birthday expiration date of licence.
