Then when he has to update/transact some type of government business in Thailand at the amphur, DL etc., records won't match the passport (new) that he presents as his ID.

Thais can change their name in 10min, no matter how many times they do it, their I. D. number stays the same, always.

Haha, of course,

 

I know they are not allowed to be representing the business itself as far I could read out of the available terms given so far.
