What time is Songkran water splashing in Silom area starting?

Is the festival area only around Silom Edge mall or is it the festival area from ITF building to Silom Edge?

Or from Charoen Krung-Silom road intersection to Solom Edge?

It was announced that they are not closing Silom Rd for water throwing this year. It was suggested that people use sidewalks and side streets instead which is totally inadequate- some smaller sois are even closed for water. I predict that there will be so many people they will just spill over into the main road anyway.
