Don't know which is worse, continuing with the ultimate penalty in fighting a war that cannot be won or relaxing laws because we are creating too many 'criminals'.

Police themselves acknowledge that the more draconian the punishment the harder the criminal is going to fight to avoid capture. It has been known since Victorian times that the severity of the sentence is not a deterrent, it is the certainty of being caught. 

With global cannabis decriminalization advancing daily, and especially with Thailand going full personal use in one quick step, Singapore probably feels like they need to send a "message" reinforcing their laws and punishments, if only to frighten people into compliance. Nothing frigthens people like the "long drop method" and a good neck snapping.

 

Singapore residents can be/are tested for Cannabis use upon return, and they test positive they are shunted into a mandatory rehab program. Not sure how much rope or canes they use in these programs?

Shades of the UK here. Some time ago UK announced that 'we will never legalise/decriminalise drugs'. Being sniffed by a dog when you arrive at an airport somehow makes me think of war films and German POW camp guards. What a welcome for tourists! Clearly something fundamentally wrong with remaining subject to your home Country laws when abroad. They can't have it both ways. Interesting that like all countries that have the death penalty they have no shortage of people to hang. Where is the deterrent? Which countries don’t have crime after introducing the death penalty?

The number of times DNA has proven that innocent people were executed makes it less of a deterrent and more racial profiling. There has to be a different way.

Jail fewer people for lesser crimes. Shorten sentences for less serious crimes (e.g. shoplifting) and ensure people get some education in jail.
