Thanks for that. What has caused the dramatic lowering in your opinion? What is the ideal pressure for a normal domestic water consumer?

I have no idea to either but I did set the pressure regulator to 3 bar which gave me good pressure everywhere and allowed multi tap use.  Why has it lowered?  Well, there is a noticeable drop in pressure through the night so are they saving money by shutting pumps off?  Maybe that's a possibility.
