Cannot open notifications

I get a number near the bell,

I click on number near the bell and I get a list of the notifications,

 

I click individually on each of the notifications, none will open... 

 

What am I doing wrong?

Same happens to me. 

It does work if open in new tab. 

Also, I can't leave an emoji.
